Policies and Procedures

1. Students should be dropped off at the main front entrance.
2. Students should never be dropped off at the back near the 6th grade classrooms. This area is for buses only.
1. Parents are welcome to visit our school.
2. All parents should park in the front parking areas and enter through the main entrance of the school.
3. PARK IN A DESIGNATED PARKING SPACE. PLEASE DO NOT PARK IN THE DRIVING LANES OR ON THE CONCRETE IN FRONT OF THE MAIN ENTRANCE. After 2:30 parents may line up in the driving lane and remain in the vehicle waiting for student dismissal.
4. Parents should always go directly to the office, check in, and get a visitor’s pass before going anywhere else in the building.
5. Parents should never go to areas of the building where they have not checked in to visit.
6. Should a parent need to visit a teacher they should let office personnel know. The office personnel will work to make the arrangements.
7. At the end of a visit, parents should go to the office to check out. Visitor cards should be returned at that time.

5. Persons not listed on the student’s Emergency Form will not be allowed to pick-up that student without someone listed on the form being contacted.
6. After leaving the office, the parent and child should proceed directly out the front door of the building.
1. Students will come to the front door only to be picked up after a bell rings at 2:52 P.M.
2. Parents who arrive early should wait on the front porch area with Mr. Fenimore.
3. For students who are not regular car riders, the following procedures apply.
i. Notes or visits are preferred since it is hard to identify an individual over the phone.
ii. Contact should be made as early in the day as possible. Changes called in after 2:30 are difficult to honor and often promote confusion.
i. Students and/or parents are reminded of the procedure.
ii. If needed, phone calls are made to confirm.
4. Students wait somewhere near the pavilion covering the front entrance.
5. After leaving Main Street, cars should form three lines of traffic.
6. Parents should remain in their vehicle until the child is brought to them.
7. Students are asked to identify their ride if personnel are not familiar with the vehicle.
8. If a parent feels the need to get out of his/her vehicle they should always park in the outside parking area.
9. When the number of students waiting is reduced to three or less, students are taken into the office to look out the secretary’s window for their ride.

TITLE I PARENTAL INVOLVEMENT POLICY

PARENT PARTICIPATION:
Chester County Middle School encourages the involvement of parents, both as individuals and as groups, to act as advisors and resource people in the following ways:
1. Share specific talents to complement and extend the instructional services of the classroom teacher.
Have lunch at school with your child and visit the classrooms.
Provide input in the planning, design and implementation of the Title I Program by completing a needs assessment survey form.
Be aware of school policy on attendance, discipline, testing and grading.
Review the discipline code.
Discuss academic issues with teachers and your child.
2. To serve as advisors on curriculum development projects.
Parents will review TCAP score reports and other test data from the State Department of Education, Testing Services. They will be informed concerning progress reports on gains and/or losses made from spring-to-spring testing. Parents will review the year’s progress and will assist in planning for the next year.
3. To express ideas and concerns by responding to surveys and other information-gathering devices.
Parents can share in the establishment of goals for change and to recommend overall strategies and specific tactics for achieving the goals.
4. To be actively involved in parent-teacher groups.
Parents will attend parent-teacher conferences held annually. Parents will attend parent involvement /PTO meetings.
5. To serve on citizens’ advisory committees.
Parents will visit classrooms and advise, review procedures and offer feedback.

E(A)(4) Chester County Middle School shall design and implement
it’s Title I project in consultation with the parents and teachers
by convening a planning meeting as a means of providing input
from all interested parents .
In compliance with Section 1118(b)(4) and in accordance with
the LEA’s Part A Plan, the Title I Schoolwide schools will
implement the following activities to each school-level parental
involvement plan, activities which have been jointly planned
with parents having input in the development of the parent
involvement plan:
1118(b)(1) 1. Parents, students and teachers will jointly develop a compact

1118(b)(2) 2. Flexible scheduled sessions will be conducted to explain
and discuss the curriculum with detailed descrCELLAion of
assessment measures used to determine student needs
and the proficiency levels he/she will be expected to meet.
Annual Notice to Parents
Title I of NCLB requires local educational agencies to notify parents of
children in Title I schools at the beginning of each school year, their
right to request information regarding the professional qualifications
of the students’ classroom teachers and any paraprofessionals pro-
viding support to the child. “This notice must be provided in an un-
derstandable and uniform format, and to the extent practicable,
provided in a language that the parents can understand.” No Child
Left Behind Act of 2001, Pub. L. No. 107-110 1111 (h) (6)(C). The
District must respond to such requests in a timely manner. Pursuant
to 1111 (h)(6)(A) of NCLB, the information that the district is
required to provide, at a minimum, to parents includes:
(i)Whether the teacher has met State qualification and licensing criteria
for the grade levels and subject areas in which the teacher provides
instruction.
(ii)Whether the teacher is teaching under emergency or provisional status
through which State qualification or licensing criteria has been waived.
(iii)The baccalaureate degree, major of the teacher, and any other graduate
certification or degree.
(iv)Whether the child is provided services by paraprofessionals and, if so,
their qualifications.
Title I schools are responsible for providing “timely notice that the parent’s
child has been assigned, or has been taught for 4 or more consecutive weeks
by, a teacher who is not highly qualified.” No Child Left Behind Act of 2001, Pub.
L. No. 107-110 1111(h)(6)(B). Pursuant to 1111(h)(6)(C) of NCLB, this notice
must also be provided in an understandable and uniform format, and to the
extent practicable, provided in a language that the parents can understand.

2005 - 2006 School-Wide Title 1 Plan Summary
Mission Statement
CCMS will ensure that all students receive a quality education by providing a safe learning environment, developing positive self-concepts, upholding high academic standards, and promoting life-long learning.
Overview
The CCMS School-wide Title 1 program will focus on students with weaknesses in language arts and math skills in all grades.
Six full-time paraprofessionals will be fully paid and utilized under the Title 1 budget. These paraprofessionals will follow a regular schedule, which will allow for assistance to be offered in each regular classroom daily. The assistance will focus to the benefit of low achieving students. Consistent support of the teacher in management tasks is prohibited. The paraprofessionals are mandated to work directly with students. At times the paraprofessionals may work with higher achievers in order to free the teacher to spend time and effort with low achieving students. Beyond academic instruction there will be a focus on building self-esteem and the creation of life-long learners within the program.
The sixth paraprofessional will maintain a partial schedule of tasks like those conducted by the other paraprofessionals. With her remaining time she will focus on managing the Learnstar program for all grades. Regular classroom teachers will make appointments with the paraprofessional to use Learnstar in the classroom. The paraprofessional will develop the materials based on objectives requested by the teacher. These sessions will last approximately 45 minutes each as scheduled.
At times paraprofessionals may be used in other areas for the advancement of the school program.
One full time regular classroom teacher will be paid fully with Title 1 funding with the purpose of further reducing pupil/teacher ratio below state goals. If the additional teacher is required to enable the school to meet state student/teacher ratio guidelines then the teacher will not be paid using Title 1 funding.
A parent involvement program will be utilized to both involve parents in their child’s education and to get feedback on implementation of the program. There will be one large meeting with a great emphasis placed on motivating all parents to attend. In this meeting all parents attending will be provided with an overview of the School-Wide Title 1 program. Individual teachers will meet with the parents of students in each classroom to provide and overview of that classrooms program of instruction and the parents’ part in that program.
At the beginning of the school year a series of small group meetings with parents and teachers will be conducted to examine the feasibility of implementing the Thinklink program within the school. If it is decided that the program will be purchased and used funding will come from Title 1.
The Chester County School District has provided our school with a high level of technology. All rooms have internet access, we have a closed circuit TV network, all computers are equipped with Powerpoint, all teachers have been provided with access to United Streaming, to name a few. Our teachers use these resources on a regular basis. There is a problem in that the large screen TVs provided for each classroom limit the visibility from several areas of the room.
Using a combination of remaining Title 1 funds from the previous school year and funds from the current school year we plan to install projectors and screens in each regular classroom that will bring about an extreme improvement in the viewing quality of our many technological resources. This will encourage further use of the resources by teachers, expose students to a wider variety of teaching methods and resources, increase the effectiveness of current resources, and provide for all students to have equal visibility. Children today are tech savvy. They like technology and learn when technology is used effectively.
A Title 1 Team will be established including parents and teachers. The team will meet as needed with a minimum of three meetings.

PARENT/GUARDIAN AGREEMENT: (Any person who is interested in helping the student may sign in lieu of the parent.) I want my child to achieve. Therefore, I will encourage him/her by doing the following:

______ Support the school in its efforts to maintain proper discipline.
